With Clipboard Master you can start a new mail with ease:

Open a new mail, press <Windows> + <V>, press <F5> in case the list with the boards are not shown, select 'Letters'. In the list now select the appropriate text module and press <Return>. Sure, you can edit and add your own text modules.
